Goodbye and Thank You, Scott!

Scott Malloy, LCSW, is leaving his role as Montana Healthcare Foundation Program Director and starting a new chapter. Scott’s impact on our programming, his colleagues, and Montana’s health system cannot be easily summarized. With gratitude for all he’s done, we will share a few highlights.

Scott Malloy joined our team as our first dedicated program staff member in 2015. He played a pivotal role in shaping our programming, strategies, and staff, and he provided vision and leadership to advance our efforts to improve Montana’s behavioral health system.

Scott developed and led our first formal behavioral health program, the Integrated Behavioral Health Initiative (now led by Liz Davies), which worked to incorporate screening for behavioral health conditions, mental health treatment, and care coordination into primary care. The initiative has transformed the way behavioral health is delivered in Montana. There are now 73 primary care clinics that provide integrated care, with 80% of Medicaid patients having access to them.

Scott oversaw the development of the School-Based Health Initiative (now led by Kelsey Gummer), which brings schools and health care providers together so that students and their families can access health care in school settings. Students in 132 of the state’s highest-need schools now have access to school-based health services.

Scott’s efforts to support restructuring the state’s behavioral health system are most evident in the Behavioral Health Continuum of Care Initiative. Through this initiative, Scott participated in efforts to increase access to substance use treatment across the state, led the formation of the Behavioral Health Alliance of Montana, developed partnerships to guide the state’s adoption of the Crisis Now framework with active coalitions in 39 counties, and advanced evidence-based mental health promotion models that are now integrated into state health and education programs.

Scott has been a tireless advocate for building a behavioral health system that provides Montanans with the complete continuum of behavioral health services, and his efforts have had a measurable impact on the lives of Montanans.


More About Scott

Before joining the Foundation, Scott served as executive director of behavioral health organizations in Southwest Montana. He has over 26 years of social work experience, including work throughout the continuum of care in Arizona and Montana.

Born and raised in Miles City, Scott received his associate degree from Miles Community College, his undergraduate degree from Rocky Mountain College, and his graduate degree in social work from Arizona State University. In 2025, Scott was inducted into the Miles Community College Hall of Fame in recognition of his career of service and leadership.

For over 15 years, Scott served on the HRDC-Bozeman Board of Directors and was board chair during the capital campaign and the completion of the new Community Commons campus. Scott is also a founding trustee and current vice-chair for the Montana Opioid Abatement Trust. Scott and his family live in Bozeman.
